Konami Gaming has taken a pioneering step as the first casino equipment manufacturer to seek licensing from Japan’s Casino Regulatory Commission. This move supports Japan’s effort to develop a robust regulatory environment for its upcoming integrated resort sector.

Advancement Towards MGM Osaka Opening

The licensing applications come in anticipation of Japan’s first integrated resort, MGM Osaka, set to open in 2030 on Yumeshima Island. This project is spearheaded by Osaka IR KK, a joint venture between MGM Resorts Japan and ORIX.

Regulatory Framework and Compliance

The casino licensing rules in Japan extend beyond operators to include suppliers like Konami. The JCRC mandates that manufacturers must gain relevant approvals and pass regulatory checks to uphold the fairness of casino operations. Approval depends on the business category, requiring manufacturing facility permissions and specific device type approval.

Lori Olk, SVP and Chief Compliance Officer at Konami, emphasized the company’s dedication to aligning with Japan’s regulatory framework from the beginning. Konami’s approach highlights transparency and thorough preparation.

With operations in over 400 regulated markets, Konami is investing significantly in localization and planning to meet Japan’s specific legal and cultural standards.
