Proposed Amendments in Horse Racing Sector
The government of Mauritius has unveiled plans to overhaul the horse racing industry as part of the 2026/27 Budget. These proposed changes to the Gambling Regulatory Authority (GRA) Act aim to enhance sector efficiency and integrity.
Creation of Horse Racing Fund
A key initiative includes setting up a Horse Racing Fund. This will support lab tests for anti-doping and cover insurance for jockeys. Funding will come from fees on racing image dissemination and contributions from licensees.
Empowerment and Reporting Requirements
The reforms will grant the GRA board the authority to enhance training for local apprentice jockeys. Additionally, race organizers must submit quarterly reports detailing their operations to the GRA.
Broadcasting and Tax Revisions
Another amendment mandates that only licensed broadcasters can air live races, ensuring coverage compliance. The budget also proposes a shift in the betting tax base to be on the amount staked minus winnings, instead of the gross stakes.
