Rwanda Greenlights Leading Gambling Operators
The Rwanda Development Board (RDB), via its National Lottery & Gambling Commission (NLGC), has successfully licensed Betway, ElephantBet, and ForteBet to operate in the country. Following an extensive evaluation process, Betway and ForteBet are cleared for both Online Sports Betting and Casino offerings, while ElephantBet will focus on Sports Betting alone. This new development succeeds a period of regulatory suspension initiated in June 2024, during which Rwanda revamped its gambling policies.
Regulatory Overhaul and Framework
The temporary halt in licensing created a critical moment for revising Rwanda’s gambling regulations. The overhaul responded to problems such as weak enforcement and rising addiction rates. While the complete new framework is underway, the industry currently functions under 2024’s updated Gambling Policy, alongside laws established in 2011 and 2013, emphasizing stricter oversight and accountability.
Impact of Updated Tax Legislation
In a notable shift, Rwanda’s Parliament raised the gambling tax rate from 13% to 40% in May 2025. This considerable increase is aimed at driving national development, with part of the proceeds channelled to support sports initiatives through the Ministry of Sports. This change reflects a commitment to balance economic and social priorities in the gambling sector.
Current Industry Challenges
While these new licenses introduce fresh competition, operators face challenges concerning tax compliance and market shares. For instance, Choplife Gaming, the company behind betPawa, paused its online casino operations due to disagreements with the Rwanda Revenue Authority over tax interpretations. This highlights ongoing friction in regulatory compliance.
Evolution of the National Lottery
The leadership in Rwanda’s national lottery has undergone significant changes. In a significant move, the RDB ended Inzozi Lotto’s license in October 2025 for contractual shortcomings and appointed Moja Rwanda Limited as the new operator in April 2026. This marks a continuation of Rwanda’s strategy to create a transparent, well-regulated gambling environment that supports sustainable growth and consumer protection.
