Rwanda Licenses Betway, ElephantBet, ForteBet
The Rwanda Development Board (RDB), through the National Lottery & Gambling Commission (NLGC), has granted gambling licenses to international operators Betway, ElephantBet, and ForteBet. These licenses are the result of a challenging selection process aimed at finding reliable operators who conform to technical standards and responsible gambling practices.
Betway and ForteBet Dual Licensing
Betway and ForteBet have been permitted to offer both Online Sports Betting and Online Casino services. On the other hand, ElephantBet has secured a license specifically for Online Sports Betting. This regulatory update concludes a transitional phase which began in June 2024, when Rwanda halted licensing to reassess its gambling policies due to regulatory and ethical concerns.
Regulatory Reform and Tax Implications
While the updated legal structure is pending, the industry is governed by the 2024 Gambling Policy alongside prior regulations. Notably, a new tax policy, effective from May 2025, increased the gambling tax rate from 13% to 40% as part of the government’s commitment to national growth. The additional revenue is earmarked for development projects, including funding for the Ministry of Sports.
Market Challenges and Compliance Issues
The entry of new operators has not been seamless, given ongoing tax and exclusivity disputes. Choplife Gaming, managing betPawa, recently suspended online casino activities following a tax audit by the Rwanda Revenue Authority (RRA) due to disagreements over tax interpretations and cost deductions.
Leadership Changes in National Lottery
There was a significant shift in the country’s national lottery management. In October 2025, the RDB revoked the license of Inzozi Lotto, leading to the appointment of Moja Rwanda Limited in April 2026. This reflects Rwanda’s endeavor towards a regulated and ethical gambling framework. The country is balancing growth with consumer safeguards, setting a precedent in the African gaming market.
Conclusion
Rwanda is making strides towards establishing a transparent and regulated gambling sector. With stringent licensing processes and an increased tax regimen, the country is balancing growth with consumer safeguards, setting a precedent in the African gaming market.
