Uganda’s Strategy to Tackle Offshore Gaming

At SIGMA Africa 2026, Denis Mudene Ngabirano, the CEO of Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB), highlighted the significant steps being taken to address challenges posed by offshore gaming operators. These companies are operating without local licenses, prompting a cooperative enforcement approach involving multiple government agencies.

Denis emphasized the vital role of collaboration across African borders, engaging regulators from Uganda, Kenya, Tanzania, Botswana, and South Africa. Leveraging Mobile Money for Regulatory Oversight

With the majority of gaming transactions in Uganda conducted via mobile money, the NLGRB utilizes this financial infrastructure to enhance regulatory oversight. This integration not only helps in monitoring financial flows but also raises awareness about responsible gaming among the youth, discouraging any misconceptions of gaming as a path to wealth.

Fostering African Technological Innovation

Denis called for a shift from being mere consumers of technology to innovators within the global tech landscape. Platforms like the iGA Summit are instrumental in empowering young talents in Uganda and Kenya to develop home-grown systems, reducing reliance on foreign technologies.

The Future Vision for Uganda’s Gaming Regulation

Looking ahead, the NLGRB plans to innovate by integrating AI and machine learning to enhance compliance and oversight. This vision aims to position Uganda as a leading model for regulatory excellence in Africa over the next five years.
