Uganda’s Gaming Industry Transformation

Uganda’s gaming industry has transformed significantly, evolving into a UGX 8 trillion digital powerhouse. The shift to online platforms has rendered previous regulatory measures less effective. Now, 93% of gaming activities occur online, prompting the National Lotteries and Gaming Regulatory Board (NLGRB) to implement real-time electronic monitoring. This approach has led to increased reported stakes and tax revenues. A pivotal tool in this transition has been the National Central Electronic Monitoring System (NCEMS), made operational in 2024.

Impressive Revenue Growth

Prior to the NCEMS, the regulatory board had minimal insight into the true bet volumes. Once implemented, data from NLGRB showed stakes growing from UGX 4.3 trillion in FY2023/24 to UGX 8.3 trillion in FY2024/25. This enhanced transparency significantly boosted tax collections, with UGX 323 billion collected in gaming taxes for FY2024/25, highlighting better compliance and robust oversight. The industry’s expansion has prompted new tax reforms, including a unified 30% gambling tax and a 15% withholding tax on player winnings, effective from 1 July 2026.

Digital Market Driving Success

The shift toward a mobile-first market, largely fueled by mobile money and a strong interest in football, highlights Uganda’s digital growth story. Government forecasts indicate that with continued investments, fiscal revenues could climb to UGX 1 trillion. However, despite this digital inclination, illegal offline operations persist, presenting a challenge for regulators.

Combating Illegal Practices

Illegal gaming machines continue to be smuggled into Uganda, often disguised as tax-exempt items. To address this, the NLGRB has seized over 7,700 illegal devices, destroyed over 6,800, and established a centralized payment gateway operated by the Bank of Uganda. This system ensures all transactions are processed through a checked, unified channel.

Addressing Social Concerns

As the sector reaches unprecedented revenue marks, attention has turned towards the social implications of the gambling boom. A 2023 study highlighted that 99% of problem gamblers were male, with a majority being young. In response, the NLGRB has expanded its reach with regional offices in Gulu, Mbale, and Mbarara to promote responsible gaming. The board stresses the need to balance financial growth with social responsibility for long-term sustainability.
