Uganda Unveils NLGRB Strategic Plan for iGaming Regulation

Introduction of Uganda’s New iGaming Strategy

Uganda has embarked on a significant regulatory journey with the launch of the National Lotteries and Gaming Regulatory Board (NLGRB) Strategic Plan for the fiscal years 2025/26 to 2029/30. Unveiled by Hon. Henry Musasizi, Minister of Finance, Planning and Economic Development, this strategic initiative is complemented by a new Client Charter and Service Delivery Standards. Driven by a commitment to accountability and responsible gaming, this plan has been described as crucial for Uganda’s economic and national development.

Key Objectives and Regulatory Enhancements

Kitariko Kenneth, the Board’s Chairman, articulated the main focus areas, which include bolstering the regulatory framework and enhancing compliance across Uganda. The strategic plan aims to use technology to improve transparency and ensure revenue assurance. An important milestone was achieved with the handover of the NLGRB’s ISO/IEC 27001 Certification, underscoring their dedication to data security and integrity.

Ministerial Support and Execution Challenges

Patrick Ocailap, Deputy Secretary to the Treasury, highlighted that successful implementation is vital for the strategic plan’s effectiveness. He assured that the Ministry of Finance would extend its support within fiscal limits. Ocailap emphasized the need for actual execution to ensure that strategic intentions translate into actionable outcomes, reinforcing the government’s commitment to comprehensive oversight.

Alignment with Uganda’s Vision 2040

This strategic launch is a fundamental step towards achieving Uganda’s Vision 2040, which aims to transform the nation into a modern, prosperous economy. The roadmap aligns with the Fourth National Development Plan (NDP IV), targeting sustainable industrialization and inclusive growth, while striving for a dramatic economic leap from a GDP of $50 billion to $500 billion.
