Kenya’s New Licensing Cycle
The Gambling Regulatory Authority (GRA) in Kenya kicked off the inaugural licensing cycle as per the Gambling Control Act, 2025. Following the release of the Gambling Regulations, 2026, the new legal structure aims to reshape how the gambling sector operates in the country. A notice was distributed to gaming businesses on 3 July 2026, signaling the start of this updated regulatory phase.
Operational Framework Details
The published regulations are now in effect, setting a transparent and accountable framework for Kenya’s gambling industry. The GRA emphasized that these measures aim to protect public interests and encourage responsible gambling. Key areas covered include licensing procedures, operational guidelines, national lottery oversight, advertising norms, gambling appeals, and international operators.
Transition Measures for Existing Licenses
To ensure a smooth transition, the GRA has extended licenses granted under the previous rules by 60 days, allowing operators to adjust to the new system. This extension aligns with Regulation 30(1) of the Gambling Control (Licensing) Regulations, 2026, easing the shift for operators moving forward. The GRA’s introduction of these measures reflects its commitment to a seamless transition process.
Supplier and Service Provider Oversight
The regulatory reach of the GRA now extends to those providing goods and services to gambling operators. Notifications have been sent to operators and applicants, indicating that all suppliers and service providers must obtain approval from the Authority. Operators are to submit a list of their third-party providers within seven days of the notification.
Assurances from GRA
The GRA has assured a streamlined application experience, promising an effective and user-friendly licensing system. The initiative is designed to support a fair and competitive gambling market, balancing economic growth with the safeguarding of consumer interests.
Conclusion
Kenya’s new regulatory framework signifies a major shift in the country’s gambling sector, aiming to foster a well-regulated and responsible industry.
